Jast as the cities whose water supply are mainly dependent on the groundwater, unavoiding sidestep problems arise in the groundwater decclopment and utilization in the city of Shi Jiazhuang. The problems concerning the city's water resource crsis are clisccissed and the corresponding measures that should be taken to deal with the problems are put forward. To set up an authoritative organization of water resource management and to make it work with effect are considered to be the key measure.
